On the morning of January 18, 2024, the book launch of Data Element Governance: Theoretical Methods and Engineering Practice was held in the School of Public Administration of Tsinghua University. LU Zhipeng, Deputy General Manager of China Electronic Information Industry Group Co., LTD., Chairman of China Electronic Data Industry Co., LTD. and Director of the Management Committee of Tsinghua University-China Electronic Information Industry Group Co., LTD. Joint Research Institute of Data Governance Engineering (hereinafter referred to as the Research Institute), ZONG Junfeng, Chairman of Tsinghua University Press (TUP), MENG Qingguo, Director the Research Institute and Professor of the School of Public Administration of Tsinghua University and other experts and scholars attended the book launch. Professors from the Research Institute, industry experts, media representatives, as well as teachers and students inside and outside the university also participated in the activity. The book launch was presided over by LI Yong, Vice President of the Research Institute.
In his speech, ZONG Junfeng introduced the cooperation between TUP and the Research Institute, emphasizing the significance of this book in promoting the multiplier effect of data elements. He said that for the strategy of rejuvenating the country through science and education, TUP will continue to pay attention to and empower the development of data science, keep pace with the theoretical frontier and promote the planning and publishing of the books about data governance.
LU Zhipeng introduced the main content of the book and the creative process. He emphasized that data becoming a factor of production is the objective law and inherent requirement of the development of digital economy. Making good use of data elements and promoting innovation in technology, mode, format and system together will bring strong impetus to the digital development of economy and society. Based on a thorough understanding of the concepts of data and data elements and a thorough analysis of the process of data elements, this book takes “data elements” as the fulcrum and puts forward a data element circulation model, a data element security and governance model according to three stages of data resource utilization, resource element utilization, and designs a theoretical system, a technical system and a market system for data element governance. Mr. Lu also introduced the latest progress and development trends of data element governance.
Co-authored by LU Zhipeng, MENG Qingguo and WANG Yue, Data Element Governance: Theoretical Methods and Engineering Practice is a summary of the theoretical research of the Research Institute in the past three years. The book consists of three parts: concept, principle and engineering. Centering on the core point of “data elements”, it puts forward the engineering path of data element governance with the trinity of system, technology and market, which provides reference for government and enterprise users in the fields related to digital economy and data governance, and universities and scientific research institutes to carry out data element governance practice.
